
Philadelphia Gas Works Bills Are Municipal Liens Jerry was a landlord with several rental properties that he decided to sell. After agreeing to sell a property in Philadelphia, Jerry discovered that the gas company, PGW, had put a lien against the property for unpaid gas service from a tenant who moved out in 2007.
